Using essentially the same public records databases that the phone search guys use, but they can take a street address and a name, and return the working phone numbers going to that address about 75% of the time.
Private investigators and data brokers use to just call up all of the telephone companies in the subject’s area until they found the one that had an account in the subject’s name. That kind of activity is strictly off-limits these days, so I would advise that you stick to the database search guys.
